This report reviews national policies for the development of key competences at school in Europe. It acknowledges the progress made so far in implementing the key competences approach and discusses several policy challenges that are directly linked to the contribution of education and training to meeting changing skills demands: tackling low achievement in reading, mathematics and science; increasing the number of mathematics, science and technology graduates; and further support for transversal competences such as [information technology] IT skills, entrepreneurship and civics. The report covers 31 European countries ([European Union] EU member states, Croatia, Iceland, Norway and Turkey) and takes the reference year 2011/12. Information covers compulsory and secondary general education.

This web page contains a regularly updated set of national monographs about individual countries' education and training systems. Descriptions relating to individual countries include basic information on the administration and structure of their systems of education and initial vocational training at all levels (from preprimary to tertiary). Also included are descriptions of initial vocational education and training in alternance and adult education and training within provision for lifelong learning. The initial and inservice training of teachers and their status are also considered. The information is set out in accordance with a common structure to facilitate inter-country comparisons while ensuring that special features peculiar to each system are duly emphasised. The description for each country is preceded by a diagram of its education system. This publication is the final product of the collective work of IntALWinE, giving an account of the activities carried out and the results achieved in the framework of the Socrates/Grundtvig network. It includes a series of suggestions and examples of good practice collected by the IntALWinE partners for the improvement of learning festivals and structured in five categories around events and activities, promotional material awards, cooperation and evaluation. Two sets of policy recommendations are also presented in this publication: one produced by the network partners and the other one drafted by the adult learners involved in the network activities.

This report examines the Continuum between education, training and work from a bottom-up perspective. It is based on the presentation and analysis of five projects by members of the Swiss Network for Education and International Cooperation (RECI). The report starts with a brief introduction of the notion of Continuum, with a focus on the discontinuities that currently exist between its constituent entities: education, training and decent work. Existing discontinuities between these three fields appear to create and reinforce exclusion and inequality for marginalized segments of the population. We argue that treating the three fields as a continuum would allow for the re-integration of people who have been excluded from the 'standard' journey between education, training and decent jobs. It then introduces and analyses five projects and draws lessons from across the five case studies.
The five projects are as follows: (1) Social inclusion of Roma through education, employment and socio-economic support in Bosnia and Herzegovina (Caritas Switzerland); (2) Education, work and peace: promising opportunities for young adults in Soacha, Colombia (Vivamos Mejor); (3) Alternative education programme for young people in Niger (Enfants du Monde with Swisscontact); (4) Job orientation training in businesses and schools in Romania (Zurich University of Teacher Education (PHZH), Department of International Projects in Education); and (5) ON-D-GO: developing the employability skills of displaced persons in Switzerland and six other European countries [Austria, Cyprus, Great Britain, Ireland, Italy and Lithuania], (Swiss Federation for Adult Learning).

The policy for the employment of third country nationals [TCNs] has been firstly introduced by the Cyprus government in the early 90's aiming to satisfy pressing and short-term needs of the labour market. Due to high rates of economic growth the rapid increases in job creation led to the emergence of serious shortages of labour and a reduction in the unemployment rate at the levels of two-three per cent. Despite the efforts of the Government to tap labour from endogenous resources the labour shortages were so large at the time that they were constituting one of the major constraints to growth leading to pressures on labour costs and the competitiveness of Cyprus product and services in international markets at risk. In fact, these shortages were mostly identified for properly trained workers in technical and tourism occupations.
The employment of third country nationals in Cyprus is demand driven and foreign workers supplement rather compete with the local workforce. In this respect, a vacancy can be filled by a third country national, only in the case that there is no suitably qualified and available local labour, including Europeans. For this reason, the employment of TCNs is permitted on a temporary basis, and priority is allocated to the adjustment of the qualifications of local workers to the needed skills, where is applicable, either by taking advantage of the presence of qualified foreigners or by following specific training programmes applied by the Government or the employers.

In this research our aim is to develop a scale for lifelong learning competences and investigate the validity and the reliability of the structure of the scale. The participants of this research are 300 secondary school teachers who are randomly selected. The findings on the scale's validity of the structure are computed by the method of factor analysis. It is observed, at the end of analysis, that lifelong learning competencies scale (LLLCS), which is made up of 6 sub-dimensions, contains 51 items. The six sub-dimensions are stated as follows; 'self-management competencies', 'learning how to learn competencies', 'initiative and entrepreneur competencies', 'competencies of acquiring information', 'digital competencies' and 'decision-taking competencies'. The coefficient of Cronbach Alfa reliability of the scale is measured as 0.95. As the studies on the viability and reliability illustrate, the scale has the sufficient merit of utilization.

This publication presents findings from about 100 study visits in 2008/09 related to improving quality and efficiency, one of the strategic priorities of European cooperation in education and training, and specifically, its important components: acquisition of key competences, challenges to teachers and trainers and new approaches to leadership and management. Group reports prepared by participants during study visits were the main source of information for this publication. They are a rich source of information about practices in education and training in participating countries. This selection represents only a small sample of initiatives identified and presented during visits and also at Cedefop's seminar on 1 and 2 February 2010 in Thessaloniki, Greece. This publication is aimed at building bridges between educational and [vocational education and training] VET institutions and developing interesting cooperation projects.

This report presents an overview of the state of the art of adult education across EU member states and one non-EU country (Turkey), specifically focusing on the role of adult education (AE) and lifelong learning (LLL) in motivating and engaging vulnerable young adults in the 28 EU member states (referred to as the EU28) and Turkey. The aim of this report is to provide an overview of research and policy developments in AE and LLL of the EU28 and Turkey. It endeavours to investigate the effectiveness of adult education for engaging and involving young adults aged 16-30 in political, social and economic participation. The specific focus is on vulnerable young people, and in particular the report aims to highlight the extent to which AE and LLL initiatives have been effective for engaging and re-engaging vulnerable (disadvantaged) young people, and facilitating their social inclusion across the EU28 countries. The concept of active citizenship (AC) is considered to provide a better understanding of social inclusion and participation of vulnerable young people, where AC is seen as related to the following: social, political or economic dimensions of participation and engagement. Engaging vulnerable young people through adult education has been strongly related to addressing the specific needs and requirements that would facilitate their participation in the social, economic and civic/political life in their country contexts.
